Make a declaration of conformity
Upload your own signed declaration or have one composed from the product's record, resolve the technical file, acknowledge it and revise it later.
Every product carries a declaration of conformity on the register. You make it on the last step of the registration sheet and can make it again from the product's drawer. The register keeps the declaration, the technical file behind it and the day you acknowledged it.
Choose where the declaration comes from
- I hold my own: upload the signed declaration you already have, as a PDF, ZIP or image of up to 10 MB. It's kept with the product and listed in Documents.
- Compose one from this record: EU Presence builds the declaration from the product's identification, its manufacturer, the legislation settled on the sheet and the notified body, if there is one.
Preview a composed declaration
Click Preview the declaration to see the page composed from what's on the sheet so far. From the preview you can click Download .html or Print / Save as PDF.
The page follows the model structure in Annex III to Decision No 768/2008/EC: the product's reference once it's registered, the manufacturer's name and address, a statement that the declaration is issued under the manufacturer's sole responsibility, the product's identification and picture, the legislation it conforms with, the notified body where there is one, and a signature block. The GPSR is always among the legislation listed. The logo, the signatory's name and position and the signature come from the manufacturer's record, so add them there first: see Add manufacturers and brands. Nothing on the declaration's page names EU Presence, though the PDF's file properties list it as the creator.
Resolve the technical file
Under Technical-file documents, resolve each document: Upload it as a PDF, ZIP or image of up to 10 MB, or click Not required and say why. The sheet won't submit until each of these is resolved:
- Risk assessment file
- Design documents
- Manufacturing details
- Test reports and certificates
- Packaging label
- User manual
- Safety instructions
- Manufacturer agreement
General supporting information is optional. The files are held with the product and listed in Documents as Technical-file document; nothing is sent to anyone.
Name the notified body
Answer whether a notified body carried out a third-party conformity assessment of the product. If you answer Yes, enter its name and its four-digit Identification number, and its Address and Certificate reference if you have them.
Acknowledge and submit
Under Read and acknowledge, read the four statements and tick each one, then tick I acknowledge and confirm the statements above. They confirm that you hold the documentation and can produce it to a market surveillance authority, that a self-declaration is your own statement and responsibility, that you'll keep the documentation as long as the law requires, and that non-compliance can lead to penalties, a recall or the product being taken off the market. On the registration sheet, then click Register product.
For a composed declaration, a PDF copy named like PRD-0001-declaration-of-conformity.pdf is filed against the product and listed in Documents as Declaration of conformity. It's the declaration as acknowledged on that day: later edits to the product don't change it until you submit the declaration again. The PDF carries PNG and JPEG images only, so an SVG logo or signature, or a WebP product picture, shows in the preview but is left off the PDF. The product's drawer shows the source, the notified body, the acknowledgement date and every file under Declaration of conformity.
Revise the declaration
- Open the product and click Edit declaration beside Declaration of conformity, or Make the declaration if none is on record.
- The sheet opens with your answers, and the files on record are kept unless you change them. Picking a new file replaces the one on record, and Remove takes a document back to unresolved.
- Tick the acknowledgements again, since a changed declaration is made afresh, and click Submit declaration.
For a composed declaration, the PDF in Documents is replaced by a new copy dated that day, under the same link.
Revise the legislation
To correct the legislation worked out at registration, open the product, click Edit legislation beside Applicable EU legislation, add or exclude instruments as on the sheet, and click Save legislation. The product type and your scoping answers stay as they were. The option isn't offered for a product registered without a product type.
Saving the legislation doesn't refile the declaration PDF. Submit the declaration again to file a copy that lists the new legislation.
