Register a product
Put a product on the GPSR register in five steps: what it is, the legislation that applies, its details and its declaration of conformity.
The Product registry tab of Product Safety holds every product you place on the EU market under the General Product Safety Regulation (GPSR). A five-step sheet asks what the product is, works out which EU legislation applies to it, and records its details and its declaration of conformity.
Before you start
- The register opens once you've subscribed to Product Safety and signed its Article 16 responsible-person mandate. See how a register opens.
- Add the product's manufacturer and brand on the Manufacturers & brands tab first, with the brand linked to that manufacturer. The sheet offers only manufacturers already on the register, and only the brands linked to the one you pick. See Add manufacturers and brands.
- Have the technical-file documents behind the product to hand, because the last step asks for each one.
Pick the category and type
- Go to Compliance › Product Safety and click Register product.
- Choose a Category. Cosmetics, medical devices, food, biocides, construction products and type-approved vehicles aren't offered: each has its own responsible-person regime, and EU Presence doesn't act for them.
- Pick the closest Product type. It decides which questions are asked and which legislation applies. If none fits, pick My product isn't listed.
- Click Continue.
With My product isn't listed, or in a category that has no product types yet, nothing is computed: the sheet skips the next two steps and goes from Product to Details.
Answer the questions and check the legislation
Answer Yes or No to each question about the product. The count beside the product type shows how many you've answered, and Continue stays unavailable until every question has an answer.
The next step lists the EU legislation your answers point to and what each one requires. It's a curated starting point from a catalogue of product types, questions and legislation that our team maintains, so check it with whoever handles compliance for the product:
- To add an instrument the list missed, choose it from Add a directive… and click Add.
- To take one out, click Exclude, say Why does this not apply to this product? and click Confirm exclude. Your reason is kept on the product's record.
- Restore brings back one you excluded, and Remove takes out one you added.
What you settle here is stored with the product, and a later change to our catalogue doesn't alter it. You can revise it afterwards with Edit legislation: see Make a declaration of conformity.
Enter the product's details
- Product information: the Product name, SKU and Description are required. The SKU is your own code; the register also gives the product a reference such as
PRD-0001. Add the Model or type designation and the GTIN or EAN (8, 12, 13 or 14 digits), and the date it was Placed on the EU market once it's on sale. - Product picture: a JPEG, PNG or WebP. A recall notice must show the product's picture (Article 36(2)(b)(i)), which is why the register keeps one.
- Business information: Our role in this product's chain, then the Manufacturer and the Brand the product is sold under.
- Risk classification: the sheet proposes a low, medium or high risk level from the category and type, and drafts the Article 6 risk assessment summary. You can edit the summary but not the level here: the level becomes your assessment, dated today, and you can reassess it from the product's drawer. The GPSR sets no risk classes; Article 6 lists the aspects a safety assessment weighs.
Make the declaration
The last step records where the product's declaration of conformity comes from, resolves each technical-file document, asks whether a notified body was involved and asks you to tick the acknowledgements. Make a declaration of conformity walks through it. Click Register product to finish.
After you register
- The product shows Obligations outstanding until you confirm each Article 9 duty it owes. Add its production lots and confirm those duties from its drawer: see Record lots and Article 9 checks.
- File its Article 9(2) technical documentation from the drawer: see Edit a product's details and documents.
- A declaration composed from the record is filed as a PDF in Documents.
- The registration is written to the audit log, and the product counts towards your product families: see Product families included in your plan.
- The product, its packaging, the parcel or an accompanying document must name its responsible person (Article 16(3)). The register's Settings tab has the wording: see publishing your representative's details.
